Faculty Profile

Dr. Utpal Kumar Raha, has earned doctoral degree in the area of the law of the sea at Indian Institute of Technology Kharagpur. He has been writing in the area of the law of the sea on topics encompassing maritime security, marine pollution besides, the law and policy on the protection and regulations of submarine cables in the reputed journals. His book on protection and regulation of submarine cable has created interests among academicians and industries. He has also presented research works in different national and international platforms. Before that he has completed his masters from prestigious Hidayatullah National Law University, Raipur and qualified for UGC-NET. He has earned two bachelor degrees from University of Calcutta and the University of Burdwan respectively.

Regarding professional journey, Dr. Raha is engaged as assistant professor since 2021 and serving as Professor-in-Charge, BA.LL.B.(Hons.) programme, since December 2025, besides other responsibilities at  Xavier Law School, Kolkata. He is a life member of the Indian Society of International Law, New Delhi. He has joined the Yeosu Academy of the Law of the Sea in 2024.
